May 29: Kano NNPP Accuses Ganduje of Frustrating Transition Process

The New Nigeria Peoples Party Gubernatorial Committee (NNPP GTC) in Kano state has accused Governor Umar Ganduje of undermining and frustrating the transition process between the incoming administration of the governor-elect, Engr. Abba Yusuf Kabir and the outgoing government.
The accusation was made on Friday by the chairman of the NNPP Transition Committee (GTC) Dr Bichi Baffa during a press conference in Kano state.
Baffa recalled that a day after the inauguration of the GTC by the Kano governor-elect, Abba Kabir Yusuf, the outgoing government also announced the
setting up of its hand-over committee (specifically on the 2nd April).
He said that on the 3rd of April, they wrote a letter to the Chairman of the government committee who is also the Secretary to the State Government, formally notifying him of the formation of the GTC and asking them for a joint meeting.
He however rued that rather than replying his committee’s letter and honouring the request for a joint meeting, that they were surprised to receive a letter on the 4th of April from the government asking them to provide the names of three persons to join the government committee.
He noted that they were made to understand that the thinking of the outgoing government is that there should be a joint transition committee in which the
outgoing government should have 80% of the membership, while the incoming government should have 20%.
“Rather than replying our letter and honouring our request for a joint meeting, we were surprised to receive a letter on the 4th of April from the government asking us to provide the names of three persons to join the government committee.
“We were made to understand that the thinking of the outgoing government is that there should be a joint transition committee in which the outgoing government should have 80% of the membership while the incoming government should have 20%.”
“Perhaps that is why they are proposing a
committee in which they have 82% of the members (14 members) and asking us
to nominate only 18% (three members)”.
“For us, the composition and membership are not the issues, the main issue of
contention is the principle – we do not belong to the same political party, we do
not share the same ideals and values – why should we do a joint transition
committee?
“We went in person and enquired from the government why are they not replying our letter and acceding to our request for a joint meeting.
“There was no satisfactory answer.

“There are three types of transition: one, from one government to itself; two, from one government to another government of the same political party; and three, from one government to another government of different political party.
In the first case, there is only one transition committee which is hardly announced because the same government is taking over from itself (2007 and 2019 are clear examples).
“In the second case, because both incoming and outgoing belong to the same political party, a joint transition
committee is usually set up with the representations of both incoming and
outgoing governments (2015 is a clear example).
“In the third case, separate ransition committees are set up – one that prepares to hand-over and one that prepares to take-over (2003 and 2011 are clear examples). Incidentally we had the experience of all the three types of transitions in Kano.
“We drew their attention to all these. But on the 6th of April, we received another letter from the government still asking us to send the names of three persons that will sit on the transition committee.
“This is tantamount to insisting that we must have a joint transition committee even though we belong to separate political parties.
“Perhaps because of our insistence that the right thing must be done, governor Ganduje is doing everything possible to undermine and sabotage the transition”, he rued.
Irked by what he described as ‘deliberate sabotage’ by the Governor Ganduje led APC transition committee, the former PTDF Boss then vowed that his NNPP GTC, would engage all Permanent Secretaries in interaction, as well as the Chief Executives of Agencies and Parastatals.
He said after the interaction with Permanent Secretaries, Subcommittees will commence the interaction with chief executives and heads of agencies and parastatals.
Baffa also promised that there will be interactions with Directors of Personnel Management (DPM), while they would also sought for some clarifications from the DPMs of all the 44 Local Government Councils.

Given the outright refusal of Gov. Ganduje to inaugurate his transition committee and their inability to meet with our committee to agree on modalities for the transition process, we are compelled by circumstances to, on behalf of the incoming administration of His Excellency Engr. Abba Kabir Yusuf to invite all Permanent Secretaries in the civil service to attend an interaction with the GTC.
“The interaction is slated for Tuesday May 02, 2023 by 10am at the GTC Secretariat.
“Interaction with Chief Executives of Agencies and Parastatals After the interaction with PermSecs, Subcommittees will commence the interaction with chief executives and heads of agencies and parastatals.
“Date, time and venue will be conveyed to all agencies and parastatals.
“Interaction with Directors of Personnel Management (DPM). We would also sought for some clarifications from the DPMs of all the 44 Local Government Councils. Date, time and venue will be conveyed to all DPMs.
“The objective of the interaction is to achieve what we ought to have achieved”, he vowed.
